EU Special Envoy for Afghanistan, Tomas Niklasson, and his accompanying delegation held a two-day dialogue with Taliban’s acting foreign minister, Amir Khan Muttaqi, and other Taliban officials in Doha, Qatar. The EU delegation announced their conditions for offering humanitarian assistance to the Taliban.

The Taliban stressed they want to separate humanitarian and political issues, and underlined that growth should be achieved through cooperation and not resorting to force. The EU has released the whole content of the dialogues. The EU delegation emphasized that their presence in Kabul does not necessarily imply the recognition of the Taliban interim government. EU humanitarian assistance was suspended after the Taliban takeover, but the EU is now considering offering substantial financial as well as humanitarian aid directly to the Afghan people. Humanitarian assistance is to be channelled only through international organizations and non-governmental institutions using the best delivery mechanisms.

The EU humanitarian assistance aims to provide essential services such as health and education, and ensure the livelihoods of the population. According to European standards boys and girls should have equal rights to education and minorities should be protected. They also said the Taliban confirmed their commitment to respecting human rights, including the rights of women and people belonging to minorities, and the freedom of speech and of the media, in accordance with Islamic principles.



Taliban spokesman Zabiullah Mujahid tweeted that the EU delegation, during their meeting with acting foreign minister of Taliban, Amir Khan Muttaqi, announced they would reopen their humanitarian office in Kabul, and Muttaqi assured them they would guarantee security. Western countries embassies closed after the Taliban seized power in Afghanistan and their employees were taken to Doha from where they run affairs related to Afghanistan. The EU delegation, the Taliban and representatives of Qatar have expressed their willingness to continue meeting in the future.
