“Russia wants to negotiate something new. I’m not quite sure what they’re referring to; there’s talk of some sort of security architecture in Europe,” Ukrainian President Volodymyr Zelensky wrote on Telegram. “How can one negotiate a security architecture in Europe without Europe? What do they intend to negotiate? And with whom? With China? Interesting.”
